Habilian: trends in anti-Iran terrorism, 2025

For nearly half a century, Iran has consistently been a victim of terrorist violence. The loss of 23,000 lives to terrorism, together with the continued activities of terrorist groups—many of which fled Iran beginning in the 1980s— reveals the unethical and deeply contradictory approach of countries hostile to Iran. By openly providing these groups with comprehensive support, including offices, freedom of operation, and opportunities to hold public meetings and engage with officials, these countries apply a clear double standard in confronting terrorism and expose the deceptive nature of their professed commitment to human rights and the victims of terrorism.
