“There is no question that Iran was complying with its obligations under the agreement, as repeatedly confirmed by the International Atomic Energy Authority (IAEA) … the influence of the Israeli lobby in United States politics was undoubtedly a factor in the United States’ decision to withdraw from the agreement. Of itself, that is probably an insufficient reason for the American conduct. One is repeatedly driven to the conclusion articulated by Russia’s President Vladimir Putin even before the United States withdrew from the JCPOA, that the United States was “not agreement capable”.”
